Apparently Hitler was against gas on the battlefield because he suffered it in WW1 and was blinded and hospitalised.I am sure the Allied response to such use also played on his mind.I am surprised that at the end of the war when he was urging leaders to pursue a scorched earth policy and advocated destroying mines,dams and electricity generators, that he didn’t use it on the Red army.
Churchill considered using Anthrax on Berlin,it would’ve left it uninhabitable for decades.

I doubt any humanitarian impulse on Hitler’s part.
Goering’s version of Hitler’s reason not to use it makes a lot more sense to me.
